New vs Used Cars from China for Dealers
How dealers can compare new-vehicle programmes with unit-specific used sourcing.
Decision rule: compare a defined new-vehicle configuration with an identified used unit. Do not compare a generic new-model price with an anonymous used-car advertisement.
New and used vehicles are different procurement products
A new-vehicle programme is configuration-led. The buyer freezes model year, exact trim, powertrain, equipment, quantity and production or supply timing. A used-vehicle purchase is unit-led. The buyer needs the Stock ID or VIN, first-registration data, mileage, condition and inspection evidence for the same physical vehicle.
Start with the new Changan programme or a model page such as Changan UNI-V; compare that with Used Model Sourcing, where no live inventory is implied without a unit-level record.

Used vehicles require a regulated China-side process
China’s 2024 joint announcement defines a used vehicle as one that has completed registration and remains below the compulsory scrappage threshold. It places used-vehicle exports under export-licence administration. The accompanying government notice says exported used passenger vehicles should meet WM/T 8-2022, and used commercial vehicles and trailers WM/T 9-2022, with a product inspection report from a third-party testing institution. If the destination has an access standard, the exporter must also declare compliance with that local standard.
That policy does not replace destination approval. The importer still needs to confirm the destination’s age, emissions, steering, inspection, tax and registration rules before purchasing.
What used-vehicle evidence should be linked to the unit?
- VIN and document identity;
- odometer reading and mileage evidence;
- exterior panels, glazing, lamps, wheels and tyres;
- interior wear, seats, screens and warning lights;
- engine, transmission or electric drive operation;
- underbody observations where access is available;
- diagnostic or traction-battery information when available and applicable;
- dated photos or video that clearly identify the inspected vehicle.
Define the scope on Vehicle Inspection. A report for another VIN, another date or another trim is not evidence for the offered unit.
Compare landed-cost assumptions, not headline prices
Use the same destination, port, quantity, trade term, freight date and currency for both options. Add inspection, refurbishment, export handling, port, freight, insurance when contracted, destination duties, taxes, testing and registration. Then add a risk allowance for uncertain time or condition rather than hiding it in one total.
A practical decision guide
Choose the new route when exact configuration consistency, repeat quantity and lower condition uncertainty are more important than the lowest purchase price. Choose the used route when the destination accepts used vehicles and the commercial case justifies unit-by-unit evidence and variable condition. For mixed dealer stock, define separate acceptance rules instead of treating “new versus used” as one RFQ.
