China Vehicle Export Documents Checklist
A buyer-oriented checklist for reviewing transaction, export and destination documents.
Use this as a control sheet, not a universal legal list. The live document set depends on the vehicle, condition, powertrain, exporter, carrier, trade term and destination rules.
Build a document-control table before payment
For every required record, list the issuer, responsible party, draft approval date, final format, original-versus-copy requirement and recipient. Names, addresses, VINs, quantities, currency, values, port and consignee data should match across the commercial, customs and transport records.
1. Commercial documents
- Sales contract: contracting parties, exact vehicle description, quantity, price, payment, delivery basis, inspection/acceptance and dispute terms.
- Commercial invoice: buyer and seller, description, quantity, unit and total value, currency and agreed trade term.
- Vehicle or packing details: VIN-level list when assigned, dimensions or weights needed for handling, and accessories or loose items included.
China Customs’ declaration service guide identifies the contract, invoice, transport document and packing list as commercial records, together with licences and other accompanying documents required for the particular import or export.
2. China-side export records
- customs declaration data and release status;
- export licence where the goods and exporter require it;
- vehicle-specific registration or deregistration/export records for used vehicles as applicable;
- inspection report required for the regulated used-vehicle export route;
- other licences or accompanying records required by Customs or the supervising authority.
For current used-vehicle exports, the 2024 five-department announcement sets out responsibilities involving commerce, public security, transport and Customs authorities. For pure-electric passenger vehicles, MOFCOM’s 2026 notice states that export-licence administration has applied since 1 January 2026. Confirm the live rule for the HS classification and exporter.
3. Transport and insurance documents
- booking confirmation and carrier acceptance;
- bill of lading, sea waybill or other route-specific transport document;
- cargo manifest or loading information handled by the carrier or agent;
- insurance certificate or policy when insurance is included or separately arranged;
- battery or dangerous-goods information requested by the carrier for electrified vehicles.
The Incoterms® rule allocates delivery, cost and risk obligations; it does not by itself create every customs, transport or registration document. Name the port or place and use the contract to specify who supplies each record.
4. Destination import and registration file
The importer should obtain a destination-specific list from the responsible authority or licensed customs broker. Depending on the market, this may include an import permit, conformity or emissions evidence, valuation records, translated or legalised documents, pre-shipment inspection, customs declaration, duties/taxes and registration records. Do not assume that a certificate used in one country is accepted in another.
Useful starting points are the destination customs authority and an official country guide. The U.S. International Trade Administration’s Country Commercial Guides explain that import documentation, tariffs, marking and standards differ by country and may include conformity certification for regulated goods.
5. Run a VIN and data audit
- Compare each VIN character across the vehicle, order list, invoice, inspection evidence and transport record.
- Check model year, exact trim, powertrain and quantity.
- Check buyer, seller, consignee and notify-party names.
- Check named origin and destination ports and the agreed Incoterms® rule.
- Resolve discrepancies before Customs filing or original-document release.

Frequently asked questions
Is a packing list always identical for vehicles?
No. The required format and whether a vehicle/VIN list is used should be confirmed with the exporter, declarant, carrier and destination broker.
Does CIF include destination customs duty?
Not automatically. CIF addresses specified seller costs and insurance for the sea journey; destination taxes and clearance need separate confirmation.
When should document drafts be checked?
Before filing or issuing originals, while names, VINs, values, ports and consignee details can still be corrected.
